Lightest Mountain Bike Frame

What is the best way to make a Mountain Bike into a City Bike?
I have been bike shopping for the past couple of weeks and have come to the conclusion that it might be the best for me to take my older Specialized Mountain Bike and convert it into a “City” bike. I only have a 1.5 mile commute to work each way so there is no real reason to fork out $800+ (for the models I liked) on a new city commuter bike, as far as I can see. My current bike fits me perfectly, but I would like to exchange the knobby off road tires for something a little more sleek. What is the best way to accomplish this? Should I also trade the wheels for something lighter, or any other parts? The bike is a steel frame and currently weighs about 26 lbs., it has no suspension. Second question, should I attempt the work myself or just take it into a bike shop and have it done there? Any help is greatly appreciated.
For the short commute just get a set of road tires, there are quite a few to chose from but instead of going for the lightest get ones with a heavy thread and side wall, nothing is worse than the flats you’d get with all the junk you’ll find on city roads with light weight thin tires. You should have no problem changing your own tires.
