Mountain Bike Cycle Shoes

I have a new bike, and when i cycle my shoe touches the front wheel if I turn the wheel. Is this ok?
is the frame size wrong?? I am female 5 2 or 53 in height, not long legs. got 17 inch frame ladies mountain bike.
thanks for all answers so far.. i’m still putting bike together well making sure its roadworthy so only ridden it very slow a few metres so hopefully the frame size is ok, the answers make sense. Its been so long since i’ve been on a bike!!
I have size 11s and even when I cycle flat footed I’ve never noticed them touch the wheels…the frame size seems about right so perhaps you’re riding slowly on pavements/sidewalks so its probably just your style of riding…you shouldnt need to turn the wheel too far if your riding properly..riding flat footed can be dangerous sometimes..like others say, try using the ball of you feet..you may want to adjust the seat height though
