Commuting on Bike to & Fro from Work, Apparel and Bike?

Please help me decide which bike to buy, Mountain or Road.
I will be riding on Downtown Streets, Pavements and Roads (that are not maintained properly)
I may come across few loose gravel, humps and bumps maybe, maybe I say….
With that, What Apparel to wear?

do you live in an area that gets snow?
if so maybe invest in a mountain bike to start for winter, then a road bike for spring – fall.
also there is different gear depending on where you are…more detail?
