Local ad, Kona Chromaly Mountain bike for sale, is this a good deal?

It says it had a new frame replaced under warranty 6 years ago, it has no suspension, weighs 25 pounds, XT rear derailleur, Mavic USB rims and slicks for urban riding. Truvativ cranks, riserbar, etc. $350 locally. I haven’t seen it, but I’m wondering if Chromaly and the no suspension are drawbacks. I think these are good upgrades to the bike, however I’m not that knowledgeable on these things. Avid riders and builders, hopefully you can give me some advice. Is this a decent bike for the money? Thanks.

Honestly, you don’t need a suspension fork if you plan on riding just roads, which it sounds like judging by the tires – in fact, they just weight the bike down. But if you had a plan of sticking on some rugged tires and hitting the trails, a front fork wouldn’t be a bad idea (you still don’t need a rear suspension). The average decent quality hard-tail, soft fork mountain bike weights about 28-32lbs, so at 25 I can’t call this one heavy. Sounds like decent enough components though.

The price seems like it might be steep for what you are getting, but it would be nice to know what year the bike is before making any judgments.
