How fast can travel by bike hybrid?

I am a student and I can not cheap I do cycling tour to justify spending this amount of money. I just want a cheaper hybrid bike (used only on roads, not dirt) in the range of 300-400 dollars. I 'm not a long tour, probably 2-3 days of riding / camping, and perhaps 200 miles. I do not know how much equipment I'll take but more likely I can not really exceed 20 -25 kg. I'm not really interested in going fast, as if he could make real bike, but I do not want to be a slug or (which explains why I do not want to use a mountain bike). Ideally, I would point to an average speed of 12-14 miles per hour. Is this possible? Oh, and most importantly, I'll be traveling on the roads relatively flat with some hills (NJ), but sometimes the end of the bike to the north-west the state, with some smaller hills. Any advice (on tourism, buy a bike, etc.) would be greatly appreciated! Thank you!

I drive a Claude Butler Classic Hybrid in the United Kingdom at a cost of £ 200 myself, and I think an average of 11 miles per hour when the tour. But then I am an old man 69 years and if you are half my age, 12 -14 should be easy. I just finished a trip of 365 miles in five days, one of which was a day of rest, all the rain with a SW headwind at the start.
